Tene and Rowan, why do the likes of Russia direct organized crime groups in order to further their own state-based interests? Could you each give me your perspective on how you think this constitutes a useful tool for economic statecraft? We're increasingly seeing the criminality that comes in both serious organized crime and illicit finance is being weaponized by the Russian state. A lot of the countries in my region are very vulnerable to this threat.
