The Strategic Congruence Between China and the Russians

China is the senior partner in the relationship with the Russians. This lopsided relationship means that China exerts significant amount of fast strategic influence over both its actions. I think Russia still remains a significant power on the global stage because it has tremendous capacity to disrupt at least to, if nothing else, right?
