The Future of Cyber Security
The graduated response is there on the statute book to say, if we're in a scenario where nothing else works. The way that we can conceive of how it would actually work is the government helping an infrastructure asset get back online and using that framework to enable that to occur. It's one of those things where you would not want that to happen.
