It's not only in some buffer room, but just protecting budget revenues. You need to harden the tax base in order to give yourself room to move when debt levels are at their current level. But anyway, we do actually need to get under the numbers at some point and stop raving about this. It wasn't all wasted spending. Some of it was actually very important and unprecedented, really, for a coalition government.
