i don't even think there was a real discussion in this country around a challenge trialad. It also seems like the science community is so precious about this not doing harm that they've not been able to take the risk reward into account. The reason why we have great vaccines now, for coved is the incentives got allined with the outcome. And i would argue that bio terrorism or even natural pandemic threats are at least as great a threat as a conventional war and it may be greater.
