Experts in these cases often are more prone to a certain kind of error, a systematic way of thinking about their own field that can be mistaken. So yes, decision making always comes down to the presence or absence of good explanations. And if you have a good explanation, that guides what your theory, what your decision is going to be absent a good explanation then you should probably go about finding more information that can inform you.
