In the new hai empire, he began to forge a state that crossed ethnic boundaries. Even ethnic groups like the fulbe, which had been persecuted and massacred under suni ali, were invited along. Mohammed managed to bring the moslems of timbuk too over to his side. And so he fused together an empire that looked like it might truly last the test of time.
