Paul is continually trying to bring these two groups together in Romans 10, 12. He's crafting his statement in such a way that as verse 11 will say from the quotation of Isaiah 28 16, who so ever or all who believe on him shall not be ashamed. Paul sees himself in Psalm 18, 49, and 50 are singing it because these are the hymns of ancient Judaism.
