The Articles of Confederation
Under the confederation, congress really did have a lot of authority. It certainly had enough power that it could fight a war. Did it have trouble paying those troops? Sure it did. But in a situation that we were in fighting a super power, being essentially a backwater,. A one to be republic or a group of congress did an excellent job in handling foreign policy and the war effort.
