The Importance of Time of Day in Cinematography

Time of day is such a big part of the cinematography and beyond the beauty it's also the story but I'm curious though not when when you start building in movement. What does adding all of these elements do to your cinematography? "Even if you add more money you can't make the sun stay off" he says.
