Chingis Khan enshrines a legal system based on a mixture of new laws and tradition. Collective responsibility is promoted, so that each social group is responsible for the actions of its individual members. At the center of Mongol civic life is the leader's own royal court. Outside his gear, his traditional tent, standing proudly, is his spirit banner. When the Empire is at peace, a banner of white flies. But when it's at war, the banner is black.
