The idea of eugenics when it becomes formalized in the 19th century is that this is a positive thing. So as soon as you start saying, well, this is a trait we find attractive, which means that people who have this trait are more valuable than people who do not have these traits,. You've already created a sort of hierarchical taxonomic structure. And what you see every single time is the order in which people become marginalized through that process is racialized groups. Eugenics is always a political ideological stance, which is a reflection of power.
