He says the tax system has changed dramatically since Woodrow Wilson put it in place six months after the 16th Amendment was signed into law on January 1, 1913. It started with 358,000 filers and then went from 7% to 77%, he says. But when President Roosevelt reduced the highest marginal income tax rate for three years between 1920 and 1929, unemployment rates dropped by more than 50%.
