The Effect of Skin Color Modifiers on Twitter Use

The darker your skin is, the more likely you are to use these emoji. The study looked at cases where people were using a skin tone color for their emoji that didn't match their actual skin color. And we find that often people will use them to refer to other people or to groups of people. If they mention someone in a tweet and it's sort of a direct sort of public type message, if they're using an emoji to refer to that person, then they'll also potentially but not all the time match the skin tone of the emoji to the person they're referring to.
