Inflation became the number one concern late 70s, early 80s. Volcker in a way was a product of his time. People wanted inflation. It had gotten high enough and lasted long enough that they were sick of it. And they're willing to see change. So I wonder even if Volcker got lucky, but just was there at the right time in the right place.
