How to Create the Conditions for Change
The first step is establish report. Assure the other person you're not out to shame them any way. Then ask for a numerical measure of their confidence in their claim. And then they will come up with reasons. Reasoning is just coming up with reasons for what you think, feel and believe that you would consider justifiable to trusted peers.
