Roosevelt was determined to give at some more power to people who didn't have it. But america's hierarchies were many, and they were stubborn. One president in the 19 thirties would not, or could not, dismantle them all. The racial hirarchy is left in place during the new deal.

The Great Depression presented a crisis not only for the U.S. economy, but for American democracy. President Franklin Roosevelt wanted to save the nation’s system of government, and its economic system, while reforming both. What did the New Deal achieve, and not achieve?
