Empires like Babylon lack both patience and tolerance towards those who, whose ultimate loyalty belongs to someone or something other than empire itself. In response to such loyalties, the empire will move beyond total control into totalitarian final solutions. The threat of not agreeing with empire is perhaps annihilation.
