What Institutions Did Really Well in Collecting Data?
The main ones were all university-based. The main one that started very early on was Johns Hopkins University. And then two projects out of Oxford, the Blavatnik School of Government with the ArcCGRT project. European CDC did a good job considering the resources, but not quite up to the standard that we would need. WHO is a kind of a recurrent story of they always end up doing stuff. But it's just given the timeframe we're dealing with and given that everything needs to be done fast when a pandemic hits, it doesn't seem like they are the resources to do that well.
