The power of an accountable culture is incredible. There's a short term cost driving from a consequence based model to an accountable model because the consequences do create certain levels of performance. But the long term pay off is more than more than worth it but people don't like short term costs and long term pay-offs so sometimes that keeps managers from following through on the process.
