Is Moreno in the Benefit of the Doubt?

Is there any reason to think that Artie Moreno at least has seen the error of his ways when it comes to not necessarily spending on the Major League payroll? The Angels are seventh in projected payroll right now. Mike Trout and Anthony Rendon who are making upward of, you know, 70 million dollars combined. There's no way to keep Shohei Otani outside of exceeding luxury tax by a significant margin.
