The annexation of crimea was a response to fear that russian speakers in eastern ukraine were under threat. Recent history would suggest that when russia chooses to throw its weight around, it gets away with it. What vladimer puttin is afraid of is a successful ukraine that can be well integrated with the rest of europe and have a successful democracy. Because that could give people in Russia ideas which would challenge his own grip on power there.
