Can California's Zoning Make Sense?

There's no doubt the fact that california'ss restrictive zoning adds enormous amounts to the cost of housing. By some estimates, a glazier out of a harvard suggest that it could add half 50%. Does it make sense though? I mean, the zoning does libertarian ike to be againt zoning. But given the enormous damage that soning laws have done, i don't think it's something that is positive.
