Bosnia-Herzugovina has one of the world's most complex political systems. Conflict between Muslim Bosniaks, orthodox Serbs and Catholic crafts began in 1992. Dayton Accords signed 27 years ago have been criticized for not reducing ethnic divisions. Peace overseer Christian Schmidt announced changes to election law after polls closed last week.
