Is There a Matthew Effect in the Welfare State?

In Washington, D.C., 70% of kids in public schools are being raised by single mothers. These are all cultural institutions that for a complicated set of reasons have been devastated among the underclass. I don't think there's any way to actually solve it. And our economic policies more often than not make the problems worse.
