Nietzsche is enamored with the Greek state. He feels they're an example of a political structure when civilization was vigorous and healthy. But dealing with this contradiction between individual and collective in a more healthy way than our own societies do now, insofar as the state becomes a sort of proving ground for competition. The danger he points to is it being used to sort of dissolve that pyramidal structure of society and push the masses together closely.
