I had a budget of $20 billion a year to give away per year. I think it's partly about values and what people's priorities are. In the case of Difid, the central priority was extreme poverty. It wasn't a life expectancy, infant mortality, and that is important. Some money went into that. But primarily the question that it would have been asking when it was shown a project is what is the contribution of this to lifting the extreme poor out of poverty? And that's one of the questions around a number of these evaluators which are putting a very, very strong weight on life"
