God doesn't make mistakes that he has to regret. Something was going on. A different process. Sometimes God will do that and sometimes not. If this process represents a goal of the world's existence, then it's not going to change. But if this process is a means to achieve something else, it could be that using this means was appropriate up until now. And now from here on, a different means will be used to achieve that goal.
