Is There a Sliding Scale of Animation?

We've kind of identified a sliding scale of animation. At one end you've got like the scroll bars. And might not be obvious, but those animate. So if you click and below it, itw'll scrowl smoothly downwards. That's not obvious, but that is a use of animation. But some people might think, i don't want to be distracted by this animation. I just want ed to appear instantly. We're going to havelike a switch where you can decide, as a user, at what kind of animation you like.
