Progressive movements tryieg to professionalize the government, and came into its own during the depression and second world war. Two generations took the reins in the 19 60 of the great society. It was this modernist idea that politics doesn't have to just be a means of managing power relations and distributing social goods. And even art and architecture and civil engineering had their role to play. The 19 fifties were a golden age of modernist architecture. They'd been designed with this belief that the physical environment could be engineered in such a way that better people in healthier communities would just be the natural result.
