The law is given from above like we were saying, but then it's efficacious precisely because is internalized. And the people become the living law of their polity. So you don't imagine then law as some sort of static, always foreign, propositional thing that that the conformity of all people to this, the static list of propositions is what creates unity. That's not it at all.
