All Who Are Beloved in Rome
Paul's salutation is the greeting of grace. He calls them saints, which refers both to god's individual election of his people as well as their conversion from sinners to saved. The word beloved is not a title of endearment because of our innate loveliness but a title we receive when we trust in god's only beloved son. And so if you've repented and trusted in christ alone, you're a saint. Paul spent seven or six verses developing the context for who paul is, who christ is, who the romans are.
