Do Highway Patrol Deal With Homicides Now?

Stephen Smith was found dead on a rural road in South Carolina. A forensic pathologist ruled that he had been hit by the wing mirror of a truck whilst walking along the road and therefore his death was not a homicide, it was a hit and run. There were no tire marks on the road or any vehicular debris at the scene. Stephen's shoes were still on when he died. The case went cold after police ignored tips from people who thought they could help with the investigation.
