He says Latter-day Saints and Native Americans who were participating joined with them in these cattle raids. The idea was that Brigham Young was saying to Washington, look, without our help, you're going to find emigration is going to have to stop across this very, very important artery. LZ: Part of it was to give Washington a rationale for keeping the Saints there.
