The Consensus About the COVID Interruptions

Has anyone admitted, oh my gosh, this has put us in a very terrible hole? Oh, absolutely. I think it's pretty much consensus now. The federal government has thrown an unprecedented $200 billion at this problem. But local governments are constrained by a lot of factors and don't know what to do.
