After the Soviet Union collapsed, after the dissolution of the socialist camp that constituted an obstacle or a break, an inhibition on the exercise of unipolar imperialist power by the United States. The US decided they were going to take out, destroy every regime, government, movement that came into existence as part of the anti-colonial project following World War II. So is it really possible that the US was so outraged because one country invaded another country because Iraq invaded Kuwait? Obviously Iraq could have had a negotiated end to that but the US didn't want that and why?
