consciousness is prior to all of all sensations. You are more pervasive than them, pervasive than means. Hearing and touch are different, but you pervade both you as consciousness. If you did not there would be no experience of hearing, touching, seeing at all. This is the meaning of pritag utpadhyamāana they all originate separately, but you are prior to them. The separate arising, functioning and seizing of the senses.
