The civil rights division of the department of justice issued two reports on the case. The first said, we're not indicting officer darron wilson. The second federal report came out the same day. It was what's called a patterns and practices investigation. One of the principal uthors of the second report was a lawyer named cherog baines. What they found was that ferguson was using its police department to fund a city's budget. And that coloured everything that they did. We know who they arrested, who they stopped, who issued citations to,. Who got leniency and who was met without any in the court who was willing to co operate with law enforcement.
