How to Be Aggressive in the Market

The Russell 2000 is starting to build the right hand side or come up over the last couple of weeks. You don't want to have the S&P hitting new highs and Russell's off 15% off its highs. And you've got maybe 45% of stocks are above their 200 day moving average when you look at the NASDAQ. Every rally leads to nothing really materializes and you just sort of get whipped around here.
