The Monarch Is Not a Ruler

The monarch is not a ruler in the sense that they do not set any rules. They can't make up rules, unlike the actual rulers who are elected. But this person should not be regarded as a ruler. So anyone who is concerned about an unelected ruler - like the Queen or a Governor-General - should be far more concerned about the bureaucrats of these governments.
