Can the German Insurance Company Set Off a Wild Fire?

Is it possible that an insurance company coming forward like that could set off a wild fire? The legal ran cations are just mine boggling at this point. But the most important thing that the german insurance company did is they gave cover to other insurance companies to talk about this. Because i have to magine these insurance compen say, we hold on a second. We're not going to pay for an injury that a mandated product by our government did to the people that were covering. Why should that be our responsibility?
