The President's Decision to Petition Vice President Pence
Former attorney general Bill Bart says President Trump acted on the advice of counsel when he petitioned Mr. Pence under the First Amendment. Barr: If your attorney is telling you that you have a right to petition Congress, then that completely eliminates any criminal intent. Under those circumstances, you are not violating the law. Your actions require you to state your position, but it's not a violation. So you would be acquitted.
