The Dog That Didn't Bark
Ukraine has been russia's testing ground for sibr attack for quite some time, so they have had significant experience of their own in trying to figure out how to do these things. When we talk about teams on the ground, we are talking about ciber command teams. We do this around the world, where invited in by host country, we can help them with what we know about adversary malwar and remediate it on their networks. But i'm not totally of the view that the dog hasn't barked. And it's not to say that the dog is not barking, but maybe it's just barking at the level of a normal dog.
