Biden's Reactive Response to Ukraine's Weapons Threat

He says the White House messaging has been bad in part because it is "flying by the seat of its pants" The administration itself is changing its assessment of escalation risks, he says. But that doesn't mean Russia isn't doing everything it can to restrain itself from using nuclear weapons, defterios adds.
