China, Russia and Iran - What's the Substance So Far?

China and Russia have had several joint naval exercises in the Black Sea area. The Chinese are still looking whether the JCPOA is going to have any light left, which is part of the reason why what they promised in the 25 year blueprint isn't being implemented. All three countries are in the Chinese track Afghanistan, but not a lot of cooperation,. at least not a trial that it was under that framework.
