I think one of the things that was a drawback from the system is that, because i think they were not planning for this to become a mass of housing production. People don't just care about the construction, but also care about the end result. One of the ideas in england is that people can set out their plan for what the street should look like. And if you do that, you can pretty much it nearly all the impact of this to a particular street. There there ends up being quite abit of back lash from municipalities in israel as a result of this policy.
