The 2023 National Defense Authorization Act, the largest defense spending bill in history, increased the Pentagon's budget for this kind of advanced tech by $85 million. The technology behind what happened in Havana could potentially be all around us. We tried to interview the director of the Pentagon's Directed Energy program but they declined and deferred us to another office. What all of this has convinced me of is that there are devices out there that can do this," says CNN's John Sutter.
