In the 19 sixties, under developed countries were told they had to industrialize and build their own industry. But then they discovered that just industrializing doesn't mean anything if you don't have your own industry for capital goods. It really accounts for the popularity of a variety of different sorts of marxism in the global south. And just in my personal experience in latin america, in particular, accounts that emphasize expropriation are very popular.
