A, so poor people aren't working hard enough, they've become dependent on welfare, not valuing education, being biased toward the present. So what actually is the context of decision making that people are facing? N, people are facing scarcity, not having enough resources. People are also facing instability, and that's critical because it means you can't predict resource supply. An, they're also facing low social valuation. They're d valued by their wider social context
