The Real Takeaway From a Disaster Is Capacity Building

Leaders can play a role but the reason why they were able to play a role is because they were very very good at tapping the capacity within the community. If we want to shape public policy around a successful post-disaster recovery what we should be geared gearing our public policy towards is finding ways to tap the capacity that's embedded within in the community. Government can be most helpful not by fixing that person's home right because you could only do so much if you if that was your strategy.
